The media team would like to be able to run tests against an arm64 debug build in CI, doing this on mac seems like it'd be a good idea.

Use the platform to differentiate x64 and aarch64 builds, not the
symbol. This makes add-on-devel and fuzzing builds match what we're
already doing for shippable and devedition.
