1855514 - Disable currently failing tests and make M-xorigin tier 2

Currently M-xorigin is a tier 2 suite in automation. There is a handful of tests that are failing:

• layout/base/tests/test_bug603550.html (just remove the fail-if condition from the manifest)
• toolkit/components/extensions/test/mochitest/test_ext_contentscript_cache.html
• dom/tests/mochitest/geolocation/test_native_provider.html
• dom/tests/mochitest/sessionstorage/test_sessionStorageClone_alwaysPartitioned.html
• dom/base/test/fullscreen/test_fullscreen_modal.html
• dom/base/test/test_lock_orientation_after_fullscreen.html
• dom/base/test/test_lock_orientation_with_pending_fullscreen.html
• toolkit/content/tests/widgets/test_videocontrols_scrubber_position_nopreload.html
• dom/base/test/fullscreen/test_fullscreen-api-rapid-cycle.html
• toolkit/components/extensions/test/mochitest/test_ext_canvas_resistFingerprinting.html

These need to be disabled for Fission Android builds, and M-xorigin should be make tier 2 and run in [built projects] to prevent regression while we working on fixing the above tests.
