I added "spec-needed" keyword to surface the see-also github.com/w3c/ServiceWorker/issues/1373 is still open and I wasn't sure how ready the specification is. Feel free to correct me and/or remove the "spec-needed" keyword. And it'd also be helpful to provide the right spec link.

I don't know if there are more changes planned in the future, but let's use this bug specifically for the InstallEvent.addRoutes API defined in https://www.w3.org/TR/service-workers/#register-router-method.
