Update the CBH promo, per Figma and product guidance in OMC-296.

This includes updating the strings and message properties, as well as the styles to accommodate the new Figma design, and adding the promo pref to the cookieBannerHandling Nimbus feature so the experiment can enable the promo remotely.

I have verified this task using the provided steps and I can confirm the following:

• The Cookie Banner Promo is successfully displayed on the PB page.
• The Cookie Banner Promo respects the UI from comment 3.
• The Cookie Banner Promo is replaced by a different promo if the page is refreshed 3 times.
• The Cookie Banner Promo is dismissed and replaced by a different promo on the next load if the "Dismiss" button is clicked.
• The Cookie Banner Promo is dismissed and replaced by a different promo on the next load if the link from the promo is clicked.

Verified using the latest Firefox Nightly (120.0a1 Build ID - 20231013093747) installed, on Windows 10 x64, macOS 13.4.1, and Linux Mint 21.1.
