Open tabs on Recent Tabs always includes the current tab of other open windows

STR:
- Open 6 new windows and navigate to google.com in each of them
- Switch between a couple of different tabs in the original window
- Go to Firefox View
- See that all the Open Tabs on Recent Browsing are "Google"
This makes the recent tabs feature basically unusable if you have multiple windows because even if you haven't used those other windows in a long time they take up one of the recent tabs spots.

Hi, thanks for filing the bug. I'm trying to understand based on your steps to reproduce - in the first window, you have several open tabs in addition to 'google.com' that aren't 'google.com' right? If that's the case and those aren't being reflected properly in open tabs, that is likely because of this bug 1852622. If thats the case, then we can mark this a dupe of that bug.
