filter list in Message Filters needs visual cue when it has the focus but no filter selected

if you navigate to the filter list using the keyboard (TAB key), there is no
visual cue to show that the list has the focus. There should be an highlight
around the whole control, as around the message list pane in the main window.

I'd be quite happy to have a go at this one myself if some sticks in a pointer
to where I should be looking.

Steps to Reproduce:
1. open Message Filters ( ALT-T-F )
2. hit TAB 3 times

Actual Results:  

apparently nothing has the focus.

Expected Results:  
some visual cue that the list has the focus. either a box around the whole list,
or select the first item in the list. I'd prefer the first option as it's more
consistent with behaviour elsewhere.

I noticed this while verifying another access bug a short while ago. I can't
remember if I logged a bug, will look.  But I noticed we have the same problem
in other places in the application, like preference panels with lists.

Yup, this seems to be a global issue for lists. I can duplicate it in all the 
dialogs i tested.

perhaps I misunderstand the description/terminology, but thinking this is WFM on trunk. If not, should this dependent on bug 230904?

Bug 280153 fixed the symptom described here.  Bug 230904 is still extant.
