We shifted our experiments process to go through mozilla-central, so afaik this API (that was originally intended and used to write mozilla-only urlbar experimental add-ons) is unused from quite a while.
We can use telemetry to check the number of eventually affected users (that's a bug, as these add-ons were not supposed to persist).
