One of the issues with the initial implementation of the Nimbus enrollment is that if a user is enrolled after the map was not initialized, the map won't be updated until the user restarts the browser.

So we'll need to add a listener to changes in Search experiments and modify the existing Nimbus test such that it mimics the download of fake RS attachments to ensure the listener works properly.
