This bug is for the download cycle spinner. (Please check that this component does not exist elsewhere.)

This bug should:

• Check if there is already a pre-existing cycle icon or reusable work
• Add the cycle icon (if not already present)
• The cycle icon should animate clockwise
• Cover usage for the two use cases:
  • As an icon on that will appear on the translate button Figma ex.
  • On the download screen Figma ex.
• ⚠️ Some important accessibility considerations for this component. See discussion
  • Likely need to inherit the component from ProgressBar as an indeterminate variety to insure proper TalkBack responses
  • Some info from Material Design with ideas
  • Suggest looking at loading progress bar (Note, loading progress is of the determinate variety. The spinner will be indeterminate
• Suggest requesting an Accessibility audit of the component during QA
