We can use this bug to note here or in code comments parts of the code we can refactor in the telemetry test code to avoid re-factoring and implementing new features at the same time.

Instead of enabling the preferences in each test, we could define it in head.js or the appropriate .toml file.

As there's only one item here, and most of the SERP telemetry work has finished, I'm re-titling this to reflect that item.
