Right now spocs are controlled with 2 settings, 1 for user setting, and another for system setting. The system pref is older, and a complex JSON pref that's highly coupled with the Pocket section.
If we want to expand our sponsored content capabilities, we should probably decouple this pref from the Pocket specific JSON pref.
