We want to eventually allow users to opt out of micro surveys and similar requests for feedback. We're adding a micro-surveys message group that will respect this pref, so we want to add the pref now, and expose it in the UI later, once we've planned things out with frontend and other stakeholders. So for now just add the pref (default: true) so it can be referenced in the message group definition.

I have verified this task and I can confirm that the messaging-system.askForFeedback pref with the default value set to true is displayed in the "about:config" page.
Verified using the latest Firefox Nightly (120.0a1 Build ID - 20231012211841) installed, on Windows 10 x64, macOS 13.4.1, and Linux Mint 21.1.
