Preconditions:
• ETP set to STANDARD

Steps to reproduce:

1. Go to https://www.bilibili.com
2. Click on the account icon.
3. Enter your credentials.
4. Click on the "登录" blue login button.
5. Observe the behaviour.

Expected Behaviour:
Captcha gets displayed and after completing it, the user is logged in.

Actual Behaviour:
The captcha does not load, preventing the user to log in.

Notes:

1. Screen rec provided
2. Does not reproduce with ETP OFF
3. Same behaviour in Private mode
4. Does not reproduce on Firefox Release (118.0.2)
5. The issue is reproducible on Mobile as well since the Desktop mode is displayed as default on Firefox when trying to log in see #1842767
6. Issue found during WebCompat team [Top100] websites testing

Same issue when trying to register. When trying to verify the number, the captcha won't show as well.
