1859034 - Fenix onboarding "Add Firefox widget" button doesn't do anything if you try it a second time (e.g. after removing the widget)

Steps to reproduce

1. Reset your Firefox to look like a fresh install -- in app info, tap "Force Stop" and then "Storage & Cache|Clear Storage"
2. Start Firefox
3. Tap "Not now" on the first set-as-default screen.
4. Hopefully the next screen says "Try the Firefox search widget". (If not -- e.g. if you get the "hop from phone to laptop and back" slide -- then go back to step 1. It might take a couple tries before you get the right onboarding slide.)
5. Tap "Add Firefox widget" and drag and drop the widget from the popup that appears, and drop it on your home-screen somewhere.
6. (optional but relevant for expectations later on): Now, still on your home-screen, press-and-hold the Firefox search widget, and drag it up to the system "Remove" drop-target that appears.
7. Now reopen Firefox. It will have advanced to the next onboarding step, but swipe left to go back.
8. Tap "Add Firefox widget" again.

Expected behavior

I should see the pop-up UI to drag and drop the search widget on my home screen again.

Actual behavior

The slide just advances, without showing the pop-up UI.

This is indeed the expected behavior. Once the widget was added, the "Add Firefox Widget" will just take you to the next onboarding card
