1859738 - Exempt sites from bounce tracker purging that have a cookie ALLOW permission

The cookie "allow" permission is used to disable anti-tracking features, prevent sites from being cleared on shutdown and protects them from the existing tracker purging mechanism. The new bounce tracking protection should also honor it and not purge them.
