1859885 - Add support for Thunderbird Monthly releases to Shipit

I'm not entirely sure what all to change.

The general idea is that comm-release will be used for Thunderbird monthly stable releases, while continuing to support ESR versions as well as betas.

Product Details will need to start including a "THUNDERBIRD_ESR" and "THUNDERBIRD_ESR_NEXT" in thunderbird_versions.json. I think everything else there is okay. (No product-details history for esr releases?)
