Attachment: Bug 1859886 - Update to Analysis API v2. r=#shopping-reviewers

• Updates to v2 Analysis API URL
• Add check for not_enought_reviews in analysis response data.
• Fixes incompatibility with not_enought_reviews message when needs_analysis is false.
• Updated not enough reviews test with new mock API response.
