Steps to reproduce:
I did nothing but wait.
Actual results:
Some web pages opened some did not.
Expected results:
All web pages should have opened

Thank you for the bug report.
Could you be more explicit in the steps to reproduce?
Does Firefox not work only when turning on the VPN? Did you update Firefox when it stopped working, or the VPN?
If it truly was the Firefox update that caused this issue, could you use mozregression https://mozilla.github.io/mozregression/quickstart.html to determine when exactly the bug was introduced?
Otherwise, could you capture some HTTP logs to help us diagnose the issue? https://firefox-source-docs.mozilla.org/networking/http/logging.html
