1860446 - Enable CSS `text-wrap: balance` for all channels

text-wrap: balance support was added in bug 1731541, initially enabled on Nightly only.

A couple of issues (bug 1856629, bug 1858421) that showed up with the initial landing have now been resolved, and so I think we should enable the pref by default for all channels.
