text-wrap: balance support was added in bug 1731541, initially enabled on Nightly only.

A couple of issues (bug 1856629, bug 1858421) that showed up with the initial landing have now been resolved, and so I think we should enable the pref by default for all channels.

[Why is this notable]:
Popular layout feature that can substantially improve the appearance of headings and similar short blocks of text.

[Suggested wording]:
Firefox now supports 'text-wrap: balance', which can improve the appearance of short multi-line text blocks such as long headings or captions by harmonizing the line lengths.
