1860588 - Being able to parse the V1 header of Reporting API

Currently we only support the report-to attribute which is an V0 header. Reporting-endpoints is the V1 version that we need to support.

Hi all, thanks for your contribution, I really appreciate that, however I wanna be clear about this.

Given Freya it's the first one contributed to the bug and still actively working on this. I'd suggest everyone else to stop contributing to this bug until let's say Freya stopped contributing to bug somehow.
