pref.browser.language.disable_button* prefs to lock language buttons don't work

We have various preferences that when they are set and locked, they disable buttons.

We got a report from SUMO that some of them don't work. When I tested them all, I found these don't work:

pref.browser.language.disable_button.up
pref.browser.language.disable_button.down
pref.browser.language.disable_button.remove

I don't know why someone would need to disable these, but we should either make them work or remove them.

To test these, you'll have to test on nightly - I just added support for setting pref. via policy.
