1861080 - Create an Application Search Engine instance and use it with search-config v2

Create a new class for Application Search Engines, to compliment the existing OpenSearch, Add-on and other search engine classes.

The intent is that at then end of this, when the relevant preference is flipped (Bug 1855084), the search service is capable of running application engines entirely from a single search configuration with separate search engine classes for the application search engines.
