1861918 - Remove kinto-offline-client.js or change it to an ES module

kinto-offline-client.js is more-or-less obsolete code that should probably be removed, however this is currently blocked on the work in bug 1625257.

Whilst we could do the work to transition it to an ES module, it would be better to remove the module if possible (see latest comments on that bug).

If we go ahead with the removal, then it is likely that the file would be removed in bug 1803748/bug 1637465. However, filing this as a clear tracking point for ESM-ification.

The work for fixing the dependencies is likely to happen sometime later this year. So for now, I think we can do the trivial work to convert it to a module, as this is one of the few modules left.
