go to https://www.hlj.gov.cn/
then scroll down and stop and click any of the personal services shown then a popup will open and not be blocked

Web standards do no define that as a "popup". If you click on something then one of the normal actions it can do is to open a new window. search engines and social media sites typically use this, for example, to open an interesting link without losing your place in your search or social feed in the original window.
An "unwanted popup" is defined as a window that tries to open on its own, not in response to a user action. As far as I can tell Chrome behaves exactly the same way on this site.
