[Steps to reproduce]:
- Start Firefox
- Hit the 'Tab' key to highlight the 'Save to Pocket' button.
- Press the '->' (right arrow) key to shift focus to the 'Open application menu' button.
- Click on the 'More Tools...' button.
[Expected result]:
- The 'More tools...' dropdown menu should appear, and the highlight from the 'Open application menu' button should vanish.
[Actual result]:
- While the 'More tools...' dropdown does display, the 'Open application menu' button remains highlighted.
[Note]:
- Upon pressing the 'Enter' key, the dropdown for the 'Open application menu' button is activated, yet the dropdown for the 'More tools...' button remains open as well.

I could not reproduce the issue on Mac 14 using FF build 119.0b8/119.0 only one menu is displayed every teme.
Does this also happen with a new and empty profile? See https://support.mozilla.org/en-US/kb/troubleshoot-and-diagnose-firefox-problems#w_6-create-a-new-firefox-profile? Thank you.

Hi, I can reproduce this bug with a new and empty profile. I also can reproduce this issue on Nightly 121.0a1 (2023-11-01) (64-bit). Thanks.

I've replicated this issue on Firefox 119.0 (64-bit) in Windows 10 to ensure it's not a Mac-specific or unique configuration problem.
Steps to reproduce:
- Use the 'Tab' key to focus the 'Open application menu' button.
- Use the 'mouse' to click on the 'More Tools...' button.
