It appears I may have caused the decoding to happen in the RDD process instead of the GPU process on Windows, although that is a bit surprising as I thought I was only touching the encoders, not the decoders:

Nope, it should not advertise HW decoding support for VP9 on Windows in anything but the GPU process:
