Steps to reproduce
- Navigate to 'about:preferences' page
- Change language to English (ex: from 简体中文 to English(US))
- Click the 'Open application menu' button
- Click the 'More tools' button
- Click the 'Customize toolbar...' button
Expected result
- All items are shown in English
Actual result
- Some items are shown in the previous language and some are shown in English
