[Steps to reproduce]:
- Go to the 'about:preferences' page
- Check the 'Always ask you where to save files' checkbox
- Go to a link containing a file (e.g., https://www.orimi.com/pdf-test.pdf)
- Click the 'save' button
- Observe that the file save dialog appears, asking where to save the file.
- Return to the 'about:preferences' page
- Uncheck the 'Always ask you where to save files' checkbox
- Go to a link containing a file (e.g., https://www.orimi.com/pdf-test.pdf)
- Click 'save' button
[Expected result]:
• When the 'Always ask you where to save files' option is unchecked, the file save dialog should not appear.
[Actual result]:
• Even when the 'Always ask you where to save files' option is unchecked, the file save dialog continues to appear.

:bugcatcher66, if you think that's a regression, could you try to find a regression range using for example mozregression?
