If you download a file and have all other windows except the download progress
window closed when it completes the downloaded file won't be copied to its
destination path.

For example:
If you download file xy.zip to C:\bla and you have all windows closed when the
download completes it won't show up in C:\bla.
If you have a browser window open while the download completes it will be there.

Also if you close all windows while downloading and open one browser window (or
more) it will be in C:\bla.

Fact is: If all windows are closed while the download finishes the file doesn't
appear. If at least one window (navigator window for example) is open when the
download finishes it will appear.

This bug happens on mozilla 1.2.1 final and all versions after that. It also
happens in Phoenix since 0.5.


Reproducible: Always

Steps to Reproduce:
Reproduce working download:
1. Clear your browser cache
2. Download http://www.rarlab.com/rar/wrar31b5.exe to C:\bla (for example)
3. Leave a browser window open until the download is done.
4. The file "wrar31b5.exe" will appear in your C:\bla dir.

Reproduce non-working download:
1. Clear your browser cache
2. Download http://www.rarlab.com/rar/wrar31b5.exe to C:\bla (for example)
3. Close all windows except the download progress window.
4. The file "wrar31b5.exe" won't appear in your C:\bla dir.
