We want to ensure the focus outline is visible against all backgrounds for chrome UI

Currently Firefox provides the outline using accent color. This does not always work well against some backgrounds that could be set by the user in different themes.

Using two different colors for the outline as we do it for the in-content controls - i.e. black and white as Edge does - would provide the best experience against all backgrounds. Using neutral colors would also likely to fit into the most color schemes.
