1864838 - [Sanitizer] Update our Sanitizer to the new proposed WebIDL

The current proposal doesn't have the Sanitizer object anymore and a bunch of names changed. The biggest change is probably the elements member that allows defining allowed/removed attributes per element.

I am planning to update the WPT at the same time, so that we keep test coverage.
