We should have a canvas2d equivalent of glvideo so that we can test the performance and integration with media. Bug 1863367 should have seen more improvements on Canvas2D, not just WebGL on Linux.

This is an equivalent test to glvideo for WebGL. If we had landed this
prior to landing bug 1863367, we would likely have seen a performance
increase on all targets.
