It validates, it uses semantic markup. It follows the markup guidelines. It's great! :-) I believe this can be checked in since it is a *big* improvement over the current file. An additional review might be needed to catch other little things.

I'm goin to check this in for now, but i think that it should be moved to .html and a redirect added. According to the style guide, .html should be used instead of .htm
Actually, making it extensionless, with Apache multiview might be a better option. That way nobody has to care about extensions and we could even change it to .asp ( ;-) ) without letting anyone notice. (Of course, it enables additional features as language and content negotiation.)
This seems like something that should ultimately go on devmo, so I suggest not moving it around until we move it there.
