1865743 - Add rules to serve Widevine L1 CDM on Windows x86-64

alwu has manually verified the CDM in bug 1864707 works on Windows x86-64. We need to start shipping this to channels via balrog so users get it automatically.

FWIW we won't be shipping past nightly for the foreseeable future, but we want to enable broader testing for partners.
