Steps to reproduce:

In recent Firefox releases, Tabs are spontaneously reloaded. I suspect this is Tab Unloading, but I don't know for sure. This causes usability pain for reading use cases:

  1. Many, many webpages lose my place when they reload. For long articles this is very annoying.

  2. I sometimes open tabs in reader mode to read them later offline. This worked, even after removing Offline bookmarks, until the aggressive refresh of tabs started. Now, Firefox will try to reload this data and it will immediately fail if I'm offline.

Actual results:

I rarely have more than 3 total tabs open. When trying to read offline, I rarely have more than 10-12. So if this is Tab Unloading, Firefox is doing a bad job figuring out if it should save memory.

I also exit firefox regularly, so I don't think I'm suffering from any accumulated state.

My phone is a pixel 5a running LineageOS 20 (that's Android 13). With 6G of memory, Firefox should not be unloading Tabs this aggressively.

Expected results:

Firefox shouldn't refresh tabs.
