I cannot create a filter for a news account, only for an
email account.  When I only had created a news account,
nothing in the filter panel would work (The "Filters for:"
pulldown was empty, too).  I added an email account, and now
I can create filters - for email.  Does this not work for
news?  Is there some other killfile mechanism?  I really
need this, or I'm going back to trn.

Reproducible: Always

Steps to Reproduce:
1.Click on Tools menu in mail/news client
2.Click on "Message Filters"
3.In filter panel, click on "New"
4.No news account appears.  Voila!
Actual Results:  
Nada.  That's the problem.

Expected Results:  
Gimme a steenking set of news filters!

News filtering was not implemented until mozilla 1.3a (bug 17483), you're
reporting as of 1.2.
News filters (when you use 1.3a or later) don't function at the account level,
must be configured at the newsgroup level, so you'd need to have subscribed
groups in place (bug 185671)
