[X11] Firefox scales to 200% when global scaling is 175%

Steps to reproduce:
- Set global scaling to 175%
- Run Firefox

Actual results:
- All elements of the webpages are oversized
- In about:support, the scaling is shown as 2
In Wayland, the elements of the webpages are in correct size, but Wayland does not have real fractional scaling anyway.
However, if global scaling 150%, the scaling is correct.
Expected results:
All elements of the webpages are rendered in the correct size (scaled to 175% instead of 200%)

The Bugbug bot thinks this bug should belong to the 'Core::Widget: Gtk' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.

This is fixed in X11 since version 131, see also here: bug 1211547
