Per Nive, we should enable MDN suggestions by default. As with other Suggest suggestion types, they will be enabled only for the Suggest user population, which right now is U.S. users. Discussion here: https://mozilla-hub.atlassian.net/browse/RS-779
We'll flip the pref and let it ride the trains so that they'll be enabled starting in 122.
