Enabling ULPFEC and RED by default, this feature has been on for a while in Nightly and no issues to prevent it from being on in release have been identified.
This feature will allow WebRTC services to utilize ULPFEC as another tool to improve video quality when packet loss is observed.

[Why is this notable]: This enables WebRTC services to utilize ULPFEC with video providing another tool to improve quality when experiencing network impairment.
[Affects Firefox for Android]: Yes
[Suggested wording]: Uneven Level Protection Forward Error Correction (ULPFEC) will now be on by default in Firefox. This will provide another tool for WebRTC services to utilize improving video quality for users with spotty internet connections.
