I've found a simple way to enable the feature and have it behave as it does in Chrome. It requires a few minor tweaks to our print preview JS to allow me to pre-select the PDF printer and specify a default filename (to match Chrome's behavior). But I can only do that for desktop builds; Android users will have to select the PDF printer, which I suspect is fine for now.

This has been fixed upstream: https://github.com/wikimedia/mediawiki-skins-MinervaNeue/commit/3244fa72728e1779c8a03fdd6db1694ce8d9c05a

I've confirmed that I see the button locally.
