Steps to reproduce:
- Navigate to: https://www.instagram.com/
- Observe the page footer.
Expected Behavior:
3 rows of options are present
Actual Behavior:
Just 1 row of options is present
Notes:
- Reproducible regardless of the status of ETP
- Reproducible on the latest build of Firefox Nightly and Firefox Release
- Works as expected using Chrome
- Screenshot attached
- Issue found during WebCompat team [Top100] websites testing

Verified this issue and still reproduces on Firefox 123 and 125.
Notes:
With the toolbar set to the top, there are 2 rows present.
