This should allow us to avoid the CSS validation hack here and its associated code here and CSS here.
But it will require us to style <html:select> like <menulist> in <panelview>, and add it to the list of navigable elements in PanelMultiView (and possibly a bunch of other work, like updating our tests if selects don't trigger popuphidden).
