Downloads are not placed in the directory, but stay in the cache.

When I download any file, most of the times Mozilla doesn't put it in the
pointed directory. When I click the link again, he get's the file from, I
presume, the cache. Because he finishes in a few seconds, and then put's it in
the right directory.
Reproducible: Sometimes
Steps to Reproduce:
1. Click a download
2. Select the target directory
3. Wait for the download
Actual Results:
The download is not in the directory, I pointed to
Expected Results:
Put the download in the directory

more related to bug 55307, but not a dup:
In that bug the cache is used, but the file does land in the user specified
target directory - by and by.
In this bug, the problem seems to be that the file does NOT land in the right
directory - untill user "downloads" yet again (and effectively use the cached
file the second time)
