1870535 - Make about:support graphics decision log less confusing

There is an order of precedence for how we evaluate the graphics decision log, and that isn't apparent in about:support, so people are left to draw their own conclusions about what the current status actually is. I'm sure there is a way to display this information that makes it more intuitive to someone without intimate knowledge of the inner workings.

My suggestion: Add a "Decision" field at the bottom of each decision table in the decision log showing the final decision, with a value of either "enabled" or "disabled". This would serve to clarify for users what decision was made when there is conflicting information like "Force enabled by pref" and "Blocklisted by gfxInfo".
