I would like the ability to attach filters to specific folders. The key
functionality I am looking for is when a message gets placed in a folder, those
filters attached to that folder would be executed.

Although all the kinks aren't worked out yet, manual filters can be run on a
given folder... see Tools/Filters/"manually run selected filters on selected
folder".

This is a part of bug 59365 (of which I don't really know what it would be good
for).
