This first showed up on a test beta merge failure, but may have shown up in other runs. Waiting for more data. The error is VideoEncoder not defined, which sounds like a beta only problem related to pref controls for webcodecs.

32-bit linux builds are being made in CI, and all the subtests are marked
known-failures, but the testharness catches an additional failure at the end.
