Steps to reproduce:

Open page at https://pwning.sec.in.tum.de/scoreboard/ (accessible without login), which contains a lot of emojies. Platform: Windows

Actual results:

The performance is very poor, selecting some of the emojis takes a long time, the cpu utilization is high, centering on calls to COLRFonts::SetupColorPalette as seen in the profile: https://share.firefox.dev/47igE3o
This occurs even in safe mode on a fresh profile on multiple machines, but not on linux or using other browsers.

Expected results:

Normal performance while viewing the page.
