Steps to reproduce:

1. Hold down RDM keyboard shortcut (Ctrl+Shift+M or Cmd+Opt+M)
2. Wait until shortcut stops working
3. Try exiting RDM by executing the shortcut again or clicking the "x" button in the top right corner

Actual results:
RDM does not exit

Expected results:
RDM exits

Thanks, already reported at Bug 1867483. This might have become easier to trigger recently.
