Preconditions

• Install the Firefox en-CA build
• Set browser.search.region to CA in about:config
• Flip following prefs in about:config:
  * extensions.formautofill.addresses.capture.v2.enabled = true
  * extensions.formautofill.addresses.supported = on
  * extensions.formautofill.heuristics.captureOnFormRemoval = true
  * extensions.formautofill.heuristics.captureOnPageNavigation = true
• Use CA VPN to test

Steps to reproduce

1. Go to https://www.kitchenstuffplus.com/
2. Add an item to Cart and navigate to the checkout page
3. Fill in the Address Form and submit the form
4. Go to the Contact & Shipping page and edit the Address Form with new different information
5. Submit the changes and save the address trough the Address Capture doorhanger
6. Repeat step 4 and submit the changes

Expected result

• The "Save address" doorhanger prompts each time

Actual result

• The "Save address" doorhanger is not displayed after the second attempt.

Additional notes

• Once I ran into this issue the doorhanger will be no longer displayed until I start a new shopping session.

I confirm the fix for this site as well with Fx 123.0a1 (2024-01-15) on Windows 10.
