Firefox version: Nightly 123.0a1-20240104091910

Steps to reproduce:

  1. Go to https://support.microsoft.com/en-us/windows/how-to-set-up-and-test-microphones-in-windows-ba9a4aab-35d1-12ee-5835-cccac7ee87a4#ID0EDD=Windows_10
  2. Scroll down the page.
  3. Tap "Yes" button for the "Was this information helpful?".
  4. Try to scroll the "Any additional feedback?" field.

Expected Behaviour:
The "Any additional feedback?" field can be scrolled.

Actual Behaviour:
The "Any additional feedback?" field cannot be scrolled.

Notes:

  1. Screen rec provided
  2. Reproducible on Firefox Release as well
  3. Not reproducible on Chrome
  4. Issue found during WebCompat team [Top100] websites testing
